Liberal adult education is one of the non-profit-making sectors which has decided to enter into a cooperation agreement with the public sector. The agreement involves guidelines for future cooperation between the public sector and civil society.
In December 2008 the Swedish government made a national agreement within the social sector with Sveriges Kommuner och Landsting (SKL) (Swedish Association of Local Authorities and Regions) and a number of ideological organisations. One of the signatories to the agreement was the Folkbildningsförbundet, (the Swedish Adult Education Association) which is the central organisation of the nine study associations within Swedish liberal adult education. The national cooperation agreement takes the form of a recommendation and is the result of two years of discussions and research. The aim of the agreement is to look for common areas in which all of the public sector and the non-profit making sector of civil society can cooperate in the future. Local self-government in Sweden is decentralised and the required investment in social matters currently varies considerably from authority to authority. Similarly, as things stand at present, the forms of cooperation between, for example, municipal executive boards and the representatives of various types of non-profit-making organisation are extremely different. With this agreement is it hoped that the parties will be able to work together on the basis of six fundamental principles: • Self-government and independence • Dialogue • Quality • Long-term view • Openness and insight • Diversity In practice the intention is for local and regional agreements to be established to promote local cooperation in the future. |
