A political agreement guarantees funding for adult education the next couple of years. Under the influence of the European Commission the Danish government has decided to liberalize the gambling industry. The preparation of a new law on gambling has been followed with great interest by Danish non-formal adult education.
The reason for this is that the national federations of evening schools and the Danish Adult Education Association until now have received most of their funding from a special Fund, financed by the surplus of the Danish gambling monopoly, “Danske Spil”. Also Danish athletic and sport and cultural activities are subsidized by “Danske Spil”.
In early February 2010 all parties except one made a political agreement about the new gambling law. Gambling will be divided into two areas:
• “Competence” games like gambling on sports, casino-games and on-line-poker. This will be liberalized with access for foreign companies for the first time.
• “Random” games like lotto. In this area “Danske Spil” will still have a monopoly, and part of the surplus will be allocated to cultural activities, athletics, sports and non-formal adult education.
The receiving organizations fear that the surplus from gambling may drop in the coming years. But according to the new law the government will add the necessary amount of money, so that the level of funding the next two years will remain as in 2008.
