As part of a restructuring of the educational system, a Directorate for Lifelong Learning was set up within the Ministry of Education, Culture, Youth and Sport. Amongst the first stakeholders to be taken on board were the local councils who offer their premises and personnel in helping the smooth running of the evening courses, particularly the basic literacy courses. In the past, these were just responsible for inputting the data of the residents interested in following particular courses. Now they were given a more central role with a clear contract of what they are expected to fulfill. Participation from the localities is expected to rise to between 3 5% each year by 2015. The participation of the local councils, school communities and the involvement of the newly formed state school colleges is still in its infancy and can flourish much further.
